This is the second analysis of the public procurement market for voluntary, community and social enterprise (VCSEs) organisations by procurement data specialists Tussell, following their first report in 2022.

The report analyses contracts awarded and invoices paid to VCSEs by the public sector in England. It addresses key questions on the total value and share of procurement going directly to VCSEs, what part of the public sector this revenue is coming from, the nature of the VCSE organisations involved, the type of contracts won by VCSEs and a deep dive into eight specific ‘people services’ sectors.

The new report provides updated data for the period April 2019 to March 2024, as well as building on the original methodology through improvements in the identification of VCSEs within key procurement datasets.
