The Office of Qualifications and Examinations Regulation (Ofqual) is the independent regulator of qualifications and assessments for England.

The rapid development and increasing accessibility of artificial intelligence (AI) presents opportunities and risks for the qualifications sector. These include opportunities for AI to support the design, development and delivery of assessments and, where used responsibly, to improve efficiency and productivity, to support innovation, and to promote growth across the sector.

Our AI regulatory work is shaped by 5 objectives:

  • ensuring fairness for students
  • maintaining validity of qualifications
  • protecting security
  • maintaining public confidence
  • enabling innovation

This publication sets out how Ofqual is delivering its approach to regulating AI. Specifically, we set out how we will:

  • enable safe AI driven innovation and growth in the sector
  • ensure our regulatory framework remains proportionate, transparent and effective
  • continue to manage risks to qualifications and assessments

This is published in response to a request from the Secretary of State for Education, the Secretary of State for Science, Innovation and Technology and the Secretary of State for Business and Trade.
