The government response to this consultation is set out above. It outlines a new approach to allocating Disabled Facilities Grant funding to local authorities in England, with transitional protections in place. This will be implemented from 2026–27.

These reforms will bring the way Disabled Facilities Grant funding is allocated more into line with local need.

We are moving to a fairer, more evidence‑based approach, which will mean more adaptations reach the people who need them most, enabling more people to live independently in their local communities for longer.

We are seeking views on proposals to change the way government allocates funding for the Disabled Facilities Grant (DFG) to local authorities in England.

Consultation description

Government has concluded a review of the way we allocate Disabled Facilities Grant (DFG) funding to local authorities in England. This follows a 2018 independent review of the DFG. It recommended that the way government allocates funding to local authorities should be updated.

We are now consulting on a new approach that will:

  • better support local authorities to meet their statutory duty to provide adaptations
  • ensure funding is better aligned with local demand

We welcome responses from local authorities across England and organisations and individuals with an interest.

This consultation fulfils our commitment to review and consult on a new DFG allocations formula in 2025, as set out in the Better Care Fund policy framework.
